Project Manager Xt-EHR; National e-Health Authority (NeHA), Cyprus
Andreas C. Neocleous holds a PhD in Computer Science from the University of Groningen, The Netherlands, awarded in 2016 through the Ubbo Emmius Scholarship. His academic journey began with a BSc in Music Technology and Acoustics from the Technical University of Crete, Greece, in 2009, followed by an MSc in Sound and Music Computing from the University of Pompeu Fabra, Spain, in 2010. His PhD thesis, titled “Computing Expert’s Intelligence: A Case in Biomedicine and a Case in Musicology”, focused on applying machine learning for the early detection of chromosomal abnormalities and developing pattern detection methods for folk music classification.
Currently, Andreas Neocleous is a Research Scientist and Project Manager at the Cyprus National eHealth Authority (NeHA). From 2019 to 2023, he worked as a Research Scientist at the University of Cyprus, leading user needs analysis for the development of a national Electronic Health Record system. Prior to that, from 2017 to 2019, he was a Postdoctoral Researcher at the University of Groningen, applying machine learning to detect anomalies in time-series data. Between 2012 and 2014, he served as a Research Scientist and Principal Investigator at the University of Cyprus, working on computational analysis of non-Western music structures.
His research interests lie in machine learning, data analytics, digital signal processing, and e-health. He has experience in medical diagnostics, pattern recognition, and computational intelligence. He has published more than 10 journal papers in high-impact academic journals and over 30 conference papers in international scientific conferences. Andreas Neocleous has contributed to the field as a reviewer for journals such as Pattern Recognition Letters, IEEE Access, and the Journal of Computational Science. Additionally, he developed CHRONOscope, software for atmospheric data visualization, and participated in the organization of e-health conferences in Amsterdam and Riga.
