EHR Functionality Consensus Exercise – The case of CyEHR

This meeting represents a continuation and extension of the consensus process on the structure, content, and functionality of the Electronic Health Record (EHR). It builds on work already undertaken at national level—including initiatives such as the Cyprus Citizens’ EHR—and aims to further consolidate agreement at European level.

The objective of this real-time consensus meeting is to bring together clinicians, healthcare professionals, health IT experts, healthcare managers, digital health leaders, and policy stakeholders to reach agreement on the minimum common structure, core content, and functional requirements of a citizen-centred Electronic Health Record, aligned with the EHDS framework.

Methodology: The session will be organised as a structured, interactive, real-time consensus exercise, using a modified Delphi (e-Delphi) methodology. It will combine short framing inputs with moderated discussion and live prioritisation of domains and functional requirements.
