Izhar Mahjoub is a digital health consultant and interoperability strategist with extensive experience in health information systems, digital transformation, and standards-based health data architectures. He is the founder of The Blue Healthtech Ltd (United Kingdom) and the initiator of the Morocco Health Interoperability & Maturity Lab (MOHIM), a national programme designed to structure and operationalize interoperable digital health ecosystems. His work focuses on bridging policy, governance, and technical implementation, with particular emphasis on HL7 FHIR, IHE interoperability profiles, and digital maturity frameworks such as HIMSS EMRAM. Izhar has been actively involved in the design of interoperability governance models, national implementation approaches, and validation environments, including sandbox and testing strategies that enable verifiable, scalable data exchange. Across Africa, Europe, and the MENA region, he collaborates with ministries of health, social protection institutions, healthcare providers, and technology vendors, supporting the development of national interoperability frameworks, digital health strategies, and institutional capacity-building initiatives. His expertise centers on aligning regulatory requirements, operational needs, and technical standards to reduce systemic integration risks and improve the reliability of health information flows. Through MOHIM and related initiatives, Izhar contributes to advancing interoperability as a foundational capability for resilient, data-driven health systems.
