Acting Permanent Secretary, Ministry of Health, Republic of Cyprus

Dr. Elisavet Constantinou is the Acting Permanent Secretary of the Cyprus Ministry of Health, to which she was appointed on 1 April 2025. She also serves as Director of the Medical and Public Health Services, a role she has held since 2017. She is a medical doctor specialized in General Practice and Social Medicine (Public Health), with postgraduate degrees in Public Health from the University of Leeds and in Health Systems Management from the Hellenic Open University. Dr Constantinou has completed her Ph.D. in Public Administration and Health Policy at the National Kapodistrian University of Athens. She has extensive experience in public health leadership, disease surveillance, health system management, and health policy development, alongside significant research and scientific contributions. Dr. Constantinou has held multiple leadership and advisory roles in national committees and plays a key role in the strategic planning and implementation of public health initiatives in Cyprus. She oversees disease surveillance, healthcare quality, and international collaboration as National Coordinator for the European Centre for Disease Prevention and Control (ECDC).
